
PROBLEM
This case study outlines the successful digital transformation of the Kingdom of Tonga’s Civil Registration and Vital Statistics (CRVS) system. Led by the Government of Tonga and supported by the World Bank, the project was implemented in partnership with VS ONE WORLD as the key Digital Public Infrastructure (DPI) solutions provider and systems integrator.
Key Highlights:
- Modernization of CRVS: Transition from paper-based systems to a fully digitized platform for registering births, deaths, marriages, and more.
- Launch of TongaPass: A secure, MOSIP-based digital ID system that assigns each citizen a unique identifier (UIN) to streamline access to public services.
- OpenCRVS System: Enables accurate and secure registration of vital events with real-time data access.
- API Integration Layer: Built on WSO2, ensuring interoperability across government departments.
- National Impact: Improved service efficiency, citizen accessibility (especially in remote areas), data accuracy, and digital trust.
Why It Matters:
This is the first national implementation in the Pacific Islands combining OpenCRVS and MOSIP, setting a precedent for secure, inclusive, and interoperable digital governance.
